Pao I and Kuang T'ai Lung firms only; and there is no firm bearing the style of Pao Feng. H.B. M. Consul General's assertion, that a fine was imposed on this latter firm in this case and that the opium had been confiscated, is based on an incomplete know- ledge of the true facts, while he had failed to ascertain what firm was actucally implicated. I respectfully submit that the conduct of these cases at Chao-ch'ing and Samehui firstly by the deputy in charge at the branch office at the former place and secondly by myself in person at the latter as has been in accordance with the regulations; and that, whet er the levy has not yet been collected or whether the prepared opium shops have been instructed to pay it, it is clear that this tax i: levied on prepared opium after it has beun boiled down, and is not levied on a¤¤μ¤¤#dx-pᤤxafìexxi★XKER raw opium, and that the provisions of the treaty are in no way contravened.
